Development Code
The City Commission passed the Development Code update on April 18th, 2023, with Ordinance O-2-23.
The new code went into effect on May 18, 2023. The code is now located in “Title XV: Development Code” of the Piqua Code of Ordinances.
The Development Code provides minimums standards for construction and land use within the city and helps guide development toward the stated goals of the community’s plans. The Development Code will help Piqua achieve greater walkability, downtown growth and revitalization, adaptive reuse opportunities, and greater design quality and beauty within the city.

Property Maintenance Code
The City Commission adopted the IPMC 2021 for property maintenance. This code in addition to the Development Code regulates the exterior of properties within the City of Piqua.

Common Property Maintenance Reminders
Grass:
- Grass must be maintained at less than 8 inches in height. Keep alleys and fence lines clear.
- Please do not blow grass into the street or in the gutter.

Blight:
- Keep your property and porch free of junk and debris such as wood, building materials, totes, personal property, furniture and trash.

Vehicles:
- Vehicles (including cars, trailers, boats and campers) must be street legal, operable and insured and have current license plates. Vehicles cannot be parked or stored on grass or dirt. Wrecked or junk vehicles, race cars or vehicles in disrepair are not allowed.
- Trailers, boats and campers must be stored behind the front plane of the house or in the rear yard on approved surfaces.
- Commercial vehicles are not allowed in a residential zoning district.

Permits:
- Permits are required for any new fence, pool, shed, garage, sidewalk, deck, driveway, additional parking created on property, etc.

Refuse:
- Trash and recycling containers must be removed from public right-of-way/street curb area within 24 hours of collection.

Garage Sales:
- Each property may host up to three (3) sales per year, with each not exceeding three (3) days each.
- Sale hours are permitted to be 6 a.m. and 9 p.m.
- Signage is only permitted on the site where the sale is being held and must be behind the public right of way (sidewalk).

Exterior Maintenance:
- No peeling/flaking paint or defective surfaces.
- No missing or defective materials.
- Roofs must be in good condition.
- No unmaintained/unsafe accessory structures (including sheds, garages and fences).
- No unsafe/hazardous sidewalks or driveways.
